Luis Morán was born in Concepción, Chile. He received his degree in electrical engineering from the University of Concepción, Chile in 1982 and his doctorate from the University of Concordia in Montreal, PQ, Canada in 1990. Since then he has been employed as a professor in Department of Electrical Engineering at the University of Concepción.
In 1988 he received the Medal of Honor from the city of Concepción for his achievements in applied research. He has been a member of the IEEE since 2005.
