Luis Morán (F) was born in Concepción, Chile. He received the Degree in Electrical Engineering from the University of Concepción, Concepción, Chile, in 1982, and the Ph.D. degree from Concordia University, Montreal, PQ, Canada in 1990. Since 1990, he has been with the Electrical Engineering Department, University of Concepción, where he is a Professor. In 1998, he received the City of Concepción Medal of Honor for achievement in applied research. Since January 2005 he is a Fellow of IEEE.
